REGULATIONS OF SECOND INTERNATIONAL
CHESS AMATEURS TOURNAMENT

The International Chess Tournament is held from March 31th (arrival day) to April 8th (departure day) 2018, at the address: Sochi, Adler district, Figure str. 45.
   Everyone has the right to participate in the tournament, except for the holders of the title "International Grandmaster" among men and players with a FIDE rating above 2325.

   In addition to the main competition, an international tournament for children - born in 2006 and younger, is held, with a FIDE rating of no higher than 2200 (titles - no difference).

   The venue - hotel Bridge Resort 4****. All participants who purchased the package are offered accommodation (8 nights) in standard rooms in the "full board" category.

   Organizers - LLC Chess Amateur International.

   Chief arbiter - international arbiter Mikhail Vitalievich Kryukov.


SYSTEM OF PLAY

   Chess amateur Tournament is held on the Swiss system in 9 rounds.

   Children's Tournament is held according to the Swiss system in 7 rounds.

   Time control - 90 minutes to the end of the game + 30 seconds for each move made, starting with the first. Events are held according to the rules of FIDE, effective from 01/01/2018.


PLACES DEFINITION

   In the case of equality of points for two or more competitors, the holder of a higher place is determined by the following criteria:

     1. Number of wins;
     2. The truncated Buchholz coefficient (without taking into account the weakest opponent);
     3. A personal meeting;
     4. Average rating of rivals;
     5. The number of games played in Black.


PRIZES

The total prize fund of the Chess amateurs Tournament is 1 850 000 rubles.

     1st prize - 300 000 rubles
     2nd prize - 200 000 rubles
     3rd prize - 100 000 rubles
     4th prize - 75 000 rubles
     5th prize - 50 000 rubles
     6-10th prizes - 40 000 rubles
     11-15th prizes - 35 000 rubles
     16-20th prizes - 30 000 rubles
     21-30th prizes - 25 000 rubles

The following additional prizes are provided for the categories:

1. Among players with a FIDE rating of 1900 and below:
     1st prize - 40 000 rubles,
     2nd prize - 20 000 rubles,
     3rd prize - 10 000 rubles

2. Among players with a FIDE rating of 2100 and below:
     1st prize - 40 000 rubles,
     2nd prize - 20 000 rubles,
     3rd prize - 10 000 rubles

3. Among the boys, players in 2002 years born and younger:
     1st prize - 40 000 rubles,
     2nd prize - 20 000 rubles,
     3rd prize - 10 000 rubles

4. Among the veterans, players born in 1957 and older:
     1st prize - 40 000 rubles,
     2nd prize - 20 000 rubles,
     3rd prize - 10 000 rubles

5. Among women:
     1st prize - 40 000 rubles,
     2nd prize - 20 000 rubles,
     3rd prize-10.000 rubles

   A participant can receive more than one prize. Extra prizes are not shared!

The total prize fund of the Children's Tournament is 300,000 rubles.

     1st prize - 50 000 rubles
     2nd prize - 40 000 rubles
     3rd prize-30 000 rubles
     4th prize - 25 000 rubles
     5th prize - 20 000 rubles
     6-10th prizes-15 000 rubles
     11-16th prizes-10 000 rubles

  In both events in the case of the sharing of prizes "Hort System" is used.


TOURNAMENT FEE

   Chess amateurs event

Tournament package 30 000 rubles per person includes:
     — tournament fee
     — place in the standard 2-bed room of the hotel Bridge Resort 4**** in the class "full board" (full double room for one person - extra charge of 12 500 rubles to the basic tariff).

   Tournament fee without accommodation in the hotel Bridge Resort 4**** - 15 000 rubles (payment must be paid until 15.03, in case of a later payment of the fee - 17 500 rubles).

   Children's tournament

Tournament package 20 000 rubles per person includes:
     — tournament fee
      — place in the standard double room of the hotel Bridge Resort 4**** in the class of "full board" (full double room for one person - extra charge of 12 500 rubles to the basic tariff).

   Tournament fee without accommodation in the hotel Bridge Resort 4**** - 5000 rubles.

   Prices for guests not participating in tournaments place in the standard double room of the hotel Bridge Resort 4**** in the class "full board" - ​​20 000 rubles per person (full double room for one person - extra charge of 12 500 rubles to the basic tariff).

   Tournament packages, including accommodation in the hotel Bridge Resort 4**** in the class of "all board", allow you to stay in the room from 14:00 - March 31th until 12:00 - April 8th. Early check-in or late check-out is charged according to the hotel's price list.

   Purchased packages and tournament fees are non-refundable!

REGISTRATION

   Registration of participants and payment of tournament packages will take place exclusively on the official website of the Tournament of Amateurs - chessamateur.ru, starting from February 15th.

   You can pay for your participation in three ways:

     By bank transfer through a bank card on the website of the Chess amateurs Tournament;
     By bank transfer, by sending a scanned receipt for payment;
     Cash, immediately before signing up for the Chess amateurs Tournament.

   All registered participants of the Chess amateurs Tournament will receive notifications. Lists of participants and accompanying persons will be posted on the website http://chessamateur.ru.


DISPUTE RESOLUTION

   A player who meets the conditions of participation (rating, absence of the title of grandmaster) by decision of the Tournament Committee may be refused registration for the Chess amateurs Tournament without an explanation of the reasons. The tournament fee is returned to him in full.

   Anti-cheat control

   All participants at the entrance to the hall must undergo a check on the metal detector. Passage into the tournament room of phones or other electronic devices is strictly prohibited.

   At the end of the game any participant in the tournament can be checked by lot to see if he has prohibited devices. A similar check can be carried out at the request of the chief arbiter (including during the course of the game). In the event that during the inspection the participant finds a device that is forbidden to be inserted into the playing room, he receives a comment. Repeated observation leads to expulsion from the tournament without a refund.

   A player convicted of using electronic or other clues during the game is excluded from the tournament and will not be allowed to participate in the Chess amateurs Tournament.

   Appeals Committee

   It will consist of three main and two reserve members. Each protest must be submitted to the chairman of the appeal committee in writing, no more than 30 minutes after the end of the tour. The complainant must make a deposit of 7,000 rubles, which is returned by the appeal committee in case the protest is satisfied.

   Protests against the results of the draw are not accepted.
